Gill Barnett
Gill BarnettPresident
Gill started in parking management in 1957, at Los Angeles International Airport, and has enjoyed a successful career that has spanned over 56 years. In 1974 Gill founded Parking Concepts, Inc. Today, Gill continues with his unique brand of hands-on management as he oversees Parking Concepts, Inc. “get-it-done, do-it-now” senior management and staff.

Giving back to the industry, Gill is recent past President of the Parking Association of California, a member of the National Parking Association Executive Board of Directors and an active member of numerous trade and civic organizations. His personal involvement is reflective in the quality service each client of Parking Concepts, Inc.

Robert Hindle
Robert HindleVice President
Bob joined Parking Concepts, Inc. in 1990, after a 19-year tenure with APCOA and 7 years with AMPCO Parking in project development. His primary focus was procurement, development and oversight of major public sector parking accounts.

Bob specializes in operations management of large multi-faceted public sector contracts and personally handles leasing, managing, and administering of every type of parking facility. Bob is presently chairman of the Los Angeles Parking Association and is also a member of the National Parking Association Board of Directors.

David Mueller

David Mueller has over 25 years of managing customer service-focused operations across the United States and around the world. Dave is considered one of the service industry’s experts at improving customer service in operations of all sizes and driving financial results for clients.

Since joining Parking Concepts, Inc., Dave has focused his efforts on developing new business outside our existing markets, including major international airports and large special event venues. He has recently been appointed the senior executive responsible for the oversight of the Ontario International Airport parking as well as the Dallas Airport Valet Parking operation.

Paul Gnasso
Paul GnassoVice President

Since coming on board with PCI in 2012 as part of the executive management team, Paul assumed the direct responsibility for all commercial parking operations in Southern California. He brings over 24 years of senior management experience as well as tremendous energy to our firm in Class A office high-rise, full service hotels, off airport parking, medical buildings, elite valet, shopping centers and fully automated facilities.

In addition to his operational oversight duties, Paul works to develop new business opportunities and is very active in BOMA GLA & OC, IREM LA / OC & IE as well as CREW OC. He has been recognized for his efforts as Allied Member of the Year by BOMA OC for 2011, Friend of IREM OC for 2010, Friend of IREM LA for 2012 and the 2014 Distinguished Service Award with IREM OC.

Vera Mendoza
Vera MendozaDirector of HR

For the past 25 years Vera has partnered with executive management in leading all HR initiatives with various industries in Southern California and has an in-depth background. She is a certified HR professional with SHRM-SCP and HRCI-SPHR. Vera is a seasoned generalist with expertise in strategic planning & execution, organizational development, human assets & the bottom-line. Some of her strengths include reducing human capital costs, analytics, problem-solving & streamlining the HR processes.

As the Director of HR, Vera enjoys the teamwork along with the rewards and challenges of PCI and the parking industry. Vera values working in a company that truly appreciates and rewards employee loyalty, hard-work, and strong work ethics. She is delighted to contribute her HR knowledge and experience to PCI.

Vera attained her B.S. degree in Applied Mathematics from UC Santa Barbara and her MBA degree from the University of Redlands.

Greg Greenberg
Greg GreenbergExecutive Director of Operations

Greg’s career in parking management started in 1989 in the Los Angeles market. Prior to joining PCI in 2013, Greg worked for a number of prominent parking management companies including national and regional firms where he gained tremendous real world knowledge & experience.

As Executive Director of Operations, Greg is directly responsible for operational activities in the Los Angeles and Orange County areas, managing commercial properties, shopping centers and retail properties, event complexes, hotels, hospitals and medical centers. His specialties include customer service, due diligence, planning, PARCS integration, construction, design, and value added service solutions for all types of parking demands and related challenges. Greg graduated from UCLA with a degree in Psychology where he also played baseball for 4 years.

Ulla Bjorkqvist
Ulla BjorkqvistRisk Management & Safety

Ms Bjorkqvist has over twenty-five years of experience in risk management with emphasis on successfully developing, implementing and directing corporate risk management and insurance programs to assure maximum protection of owned and operated assets. She has provided training in all areas of risk management including best practices, claims handling procedures, loss control, and customer service. As the Director of Risk Management at Parking Concepts, Ulla is responsible for developing and administering risk management and loss prevention programs, and initiating policies and procedures to comply with safety legislation and parking industry practices. Ulla also acts as the liaison with attorneys to resolve litigated claims and legal issues, works with insurance carriers and brokers to obtain appropriate insurance coverage, and manages third party adjusters to resolve claims.

Jesse Dee
Jesse DeeAccount Executive

Jesse joined the PCI team in early 2002 after spending twelve successful years with Valet Parking Service (VPS) as an Account Executive. His responsibilities include the marketing, developing, and overseeing the operations of major parking accounts. While at VPS he was instrumental in securing contracts for hotels, shopping centers, restaurants and condominiums throughout the Los Angeles area. Jesse ran several major parking operations, including valet programs at the Mondrian, Argyle (Now the Sunset tower), Grafton, Nine Holiday Inn’s and the Radisson Wilshire.

Jesse believes in “Client Satisfaction through Customer Service.” He spends time getting to know his clients and employees to facilitate rapid problem solving through communication. His prompt responsiveness to customer concerns has earned him a long and prosperous relationship with each of his clients.

Jeff Spicker
Jeff SpickerRegional Director Sales & Marketing, Northern California

Jeff joined PCI in 2009 with over 17 years of prior sales and marketing experience in commercial real estate with a major janitorial distribution firm and several startups. During this time he developed tremendous experience in nurturing B2B partnerships, deploying new and inventive technology and serving as a marketing executive.

As the Manager of Business Development & Marketing, Jeff’s intimate knowledge of the Greater San Francisco Bay Area and Central Valley markets greatly enhances his ability to develop relationships with our clients with a keen focus on operational and revenue generating improvement opportunities. Jeff spearheads many of the company’s technology initiatives including Smartphone App services and online strategies. He is directly responsible for client acquisition in our Northern California region and personally oversees select operations within the region.
Jeff graduated from CSU Sacramento with a BA in Psychology and has been a member of numerous real estate, professional and merchant associations including BOMA S.F., Sacramento, Oakland/East Bay and Silicon Valley chapters.

Elaine Lombardi
Elaine LombardiMarketing Coordinator

Elaine brings to PCI over 15 years of marketing, special event & social media experience.  She provides executive support, helps to coordinate business development activities as well as our marketing and branding collateral.  As the Marketing Coordinator at Parking Concepts, Inc. Elaine is responsible for managing PCI’s social media / web content and participates in various industry association events.

Prior to joining PCI in 2017, Elaine enjoyed a successful career in marketing and customer service satisfaction with two Major League Baseball teams; The Los Angeles Dodgers and the Los Angeles Angels of Anaheim as Marketing, Advertising & Special Events Supervisor.

Elaine resides in South Orange County with her two dogs and is active in her community volunteering for animal rescue groups and the Orange County United Way.
